A new statewide benchmark survey of Republican primary voters in Arizona reveals a closely contested race for Superintendent of Public Instruction that is as much a proxy war over the direction of the Republican Party as it is a traditional primary. Incumbent Superintendent Tom Horne holds a narrow ballot lead at 30%, with State Treasurer Kimberly Yee running a credible second at 26%. With 43% of voters still undecided, the race is genuinely fluid — but the ideological geography of each candidate's coalition is already sharply defined.
